You should not rely on your hosting server bandwidth limit. Sometimes your hosting provider don’t allow good bandwidth if resources are already consumed so try to connect to your website using ftp and edit file wp-settings.php and uncomment lines which contains the following filenames: deprecated.php, pluggable-deprecated.php, bookmark.php and bookmark-template.php.
